Bulletproof Whiteboards and the Marketing of School Safety

A recent news item out of Minnesota

caught our eye

: "Bulletproof Whiteboards Unveiled at Rocori Schools."

Bulletproof what? Where?

That would be whiteboards, at the small central Minnesota Rocori School District, which will spend upward of $25,000 for the protective devices produced by a company better known for its military armor products.

"The timing was right," Rocori school board Chairwoman Nadine Schnettler tells us. "The company is making these in response to the Newtown shooting, and has been making similar products for our soldiers in Iraq and Afghanistan."

The $300, 18-by-20-inch whiteboards, produced by Maryland-based Hardwire LLC, "will be an additional layer of protection" for students and teachers, she says.

It's not just the conversation about guns and school safety that's changed since Adam Lanza gunned down 20 students and six adult staff members at Sandy Hook Elementary School in Newtown, Conn., in December. It's also the plethora of products, including training programs that in some instances advocate fighting back, that are being marketed to school districts that are typically cash-strapped but desperate to prove they're doing something to provide better security.

Bulletproof whiteboards and clipboards. Bulletproof wall panels. Bulletproof backpack inserts. Bullet "resistant" window film. Specialized locks. Training that turns the emergency lockdown, "shelter in place" response on its head.

While proponents of the school safety items and training say their products provide more than just a psychological fix, critics say they need a lot more persuading.

"After every high-profile school shooting, we have an explosion of gadgets, gurus and charlatans," says

school safety consultant

Kenneth Trump, who is openly disdainful of the bulletproof items, but more so of training programs that advocate confrontation. "Corporations see dollar signs," he says, "and believe that schools have huge budgets to buy new products and services."

But school budgets are far tighter now than in recent memory, he says, with precious little to spend for whiteboards or training.

"Federal and state school safety grants have been hacked at, if not eliminated," Trump says. "The pool of dollars that many vendors envision doesn't really exist."

His unvarnished take: "The vendors may be opportunistic, but the people on the purchasing end aren't thinking it through, either."

A post-Newtown measure that will be considered by the U.S. Senate would authorize $40 million in grants that must be matched by local school systems for improving security with measures including lights, locks and surveillance equipment, as well as for security training for teachers and administrators.

The U.S. Education Department is also developing an emergency guide for schools, and the Department of Homeland Security is writing a similar one on securing school buildings. The Education Department's Readiness and Emergency Management for Schools

grant program

has been a victim of budget cuts, unfunded since 2011.

The Minnesota Sale

When Hardwire LLC, traditionally a manufacturer of armor and shields for the military and law enforcement, wanted some attention for its new bulletproof school products, it's not surprising it zeroed in on Rocori.

A decade ago at Rocori High School in Cold Spring, Minn., 15-year-old John Jason McLaughlin

used a .22-caliber handgun

to kill two fellow students.

And Hardwire already had a working relationship with a local company, Cold Spring Granite, which provides material that the armor company uses in its products for bridge and building infrastructure protection.

The town's police chief made the whiteboard pitch to the school board, says Schnettler. And members were pressed to act quickly, she says, to take advantage of a special offer: The granite company would donate 75 whiteboards to the district's public and parochial schools if the board agreed to match the purchase.

"It wasn't a unanimous vote," Schnettler says, "primarily because Hardwire had a bit of a sense of urgency. They wanted Rocori to be the first district [in the state] to have these, and if we didn't take the offer, they were going to move on."

Schnettler, who voted in favor of using $25,000 from a capital improvement fund to purchase the whiteboards, says that in hindsight she would still do the same.

"I don't believe it's a waste of money," she says. "The chief showed us how to use it offensively — to block penetration of bullets through door windows, or to knock the gun out of the intruder's hands.

"It buys time for your local law enforcement to get there," she says.

Emily Heinauer, senior director of advanced programs for Hardwire, agrees that the whiteboards should be viewed as tools to buy time before help arrives.

"During the Virginia Tech shootings and at Sandy Hook, people were throwing themselves in front of their students to protect them," she says. "The whiteboard is meant to be defensive," used by teachers potentially in the line of fire.

Hardwire has created a nonprofit "adopt-a-school" organization through which tax-deductable donations may be made for the purchase of the bulletproof products. Heinauer says that the parents of the students killed at Rocori High School a decade ago also donated money to purchase additional whiteboards.

Skeptical School Experts

Cathy Paine speaks with authority about school security, and with good reason.

She was the school psychologist at Thurston High School in Springfield, Ore., when in 1998 student Kip Kinkel

shot to death two students

and wounded 25 others.

Paine, still a school psychologist in Springfield, is chairwoman of the National Association of School Psychologists' emergency assistance team.

She says that though she understands the fear that is driving the school security market, she views bulletproof whiteboards and the like as "a knee-jerk reaction to a problem that doesn't exist."

"It's such a rare event that an armed intruder will come in — there's a 1 in 2.5 million chance it will happen," she says. "We want to have comprehensive safety programs, we want to be prepared, but we should be looking at what are the likely crises."

Her tack is to encourage school districts to balance the physical safety of their campuses with what she called the "psychological safety of the campus." A bigger risk to safety in schools is kids being bullied and harassed, she says.

After the shooting at her school, there was a push by some for metal detectors, which the school ended up not installing. But the district did receive a federal grant through a program called the

Safe Schools/Healthy Students Initiative

, which was used for crisis planning, looking at physical safety and the school environment.

The school system installed perimeter fencing, she says, redesigned some school entrances, and closed up others. The high school already had security cameras, which documented the shooter, gun hidden, as he approached the school.

That money, however, has dried up, Paine says, as has much of the other federal money once available for school safety measures, including school resource officers.

Lockdown, Flight Or Fight?

Paine and Trump, the school security expert, say they are particularly concerned with training programs that encourage, in certain circumstances, confronting armed intruders.

One of the programs receiving the most attention is known as


, for Alert, Lockdown, Inform, Counter, Evacuate. It's not a new concept, Trump says, and is similar to other training — except for elements that encourage students to "distract" and "confuse" an armed suspect by throwing things at him or her, and then potentially launching a physical attack.

"You put lipstick on a pig, but you still have a pig," Trump says of the training, which he and some school experts argue has been discredited before in K-12 situations, and could place children in more danger both physically and psychologically.

Says Paine: "The main thing that's disturbing about it is trying to have our children understand and execute this kind of a plan. I don't think that's a situation we want them in. ... We're better off teaching our kids to evacuate quickly and safely, or to shelter in place."

ALiCE and programs like it have supporters — many of whom use the example of the passengers who fought back against hijackers on Sept. 11.

One of its advocates is Ridgemont, Ohio, schools Superintendent Emmy Davis, featured on the website of Response Options, which came up with the training program. She says it provides a "proactive approach, rather than hiding or waiting" when there's a gunman in a school building.

But It's Something

Rob Slattery, a retired police officer who is director of operations at

Impact Armor Technologies

in Ohio, says the school protection products they make (including bulletproof whiteboards and backpack inserts) are just tools.

"I wish there wasn't a need for this product," he says. "And by no means are we saying this is a solution to the problem. This is an option. To have something between you and an assailant? Anything is a positive."

He says he sees it as akin to the auto industry coming up with air bags.

His company has done a lot of business with lawyers, providing bulletproof clipboards and briefcases, but school products are now about 65 percent of its market.

Trump, who argues that the best practices in place at Sandy Hook got a lot of children out of the building safely, says he advises schools not to waste money on whiteboards or ALiCE, but rather to invest money on resource officers, counselors, radios and cameras.

"Focus on fundamentals and get back to the basics," he says. "There is a security product for every possible need that your budget will buy. The question is, is that the best use of limited resources?"

But in Cold Spring, Minn., Schnettler, the school board president, says that the district was responding to parents who were concerned after Newtown.

"We installed a buzzer system and locks in the elementary schools that we didn't have before," she says. "And we looked at our other security measures and other things that had to be tightened up."

And they purchased the whiteboards, which will be hung on the walls, the superintendent says, if or until they are needed.

Given that seven-year-olds aren't exactly known for their business acumen, his mother thought that was strange, but figured the kid was being silly and let him out to play with his friends. He never came back, and two days later he was found with a metal pipe.The investigation soon turned to Gary's 12-year-old friend Carl "Boo" Mason, who was reportedly the last person to have seen Gary alive. After an interrogation, Boo admitted to having killed Gary, and he was arrested for the crime. So far, this is all incredibly depressing, but hardly mysterious -- you've seen stuff like this on the news before. Even kids can kill.The only problem was that Boo was mentally challenged -- enough that he would have admitted to killing JFK if that was the question they'd asked him. The admission was ruled inadmissible, Boo was released, and the cops were left without a lead ... until two years later, when someone wrote an seeming confession on the side of a patrol car. Another will die on January 12th if all goes right."Thankfully, it looks like all did not go right, because nobody was killed on January 12, as far as anyone is aware. Payback is a M.F."They never tracked down whoever was leaving the messages, and the case went cold for 30 years. So was the graffiti a clue, or a hoax from some s******d trying to taunt the father of the victim? In either case, whoever left it almost certainly deserves to get whipped in the crotch with a length of rusty log chain.Nearly three decades later, in December 2015, the now-retired Gary Grant Sr. was going through a bunch of old evidence when he from 1986. It was an anonymous caller which for some reason was never pursued as a lead. THIS IS DISTURBING AS HELL.The psychopath glibly asks if he can still collect the reward for information on Gary's murder if he did the murder himself. He ends by insisting it's not a prank call, and boasting that he'll never be caught. The guy isn't disguising his voice or anything. If investigators had had that audio, who knows? Maybe it sounds like somebody they'd already interviewed.Of course, it could have been a prankster. This call took place on March 8, which would have been Gary's 10th birthday, and it occurred around the same time those cryptic messages appeared on the police car and the sidewalk. Unfortunately, due to the police's cunning investigative technique of "stash an incriminating recording in a box for three decades," we'll probably never know.3A Woman Disappears From A Disney Cruise Ship, And There Are Hints Of A Bizarre Cover-UpBritisher Rebecca Coriam worked as a Youth Activities Coordinator aboard the Disney Cruise ship , which sounds like the happiest job in the world, unless you know absolutely anything about Disney or cruise ships. Coriam was seen on a security video having a distressing phone conversation on the morning of March 22, 2011 before leaving her quarters. And that's .She didn't show up for work that day, and couldn't be located after a ship-wide search. That means she went overboard, though a Coast Guard search of the surrounding waters didn't find a body.Now, to understand why it's a pain in the ass to find the truth about anything that happens on a cruise ship, you have to understand the weird legal gray area in which these vessels float. The investigation into Coriam's disappearance was assigned to a single police officer in Nassau, Bahamas, because that's where the ship is registered , which include avoiding certain taxes and safety regulations (it's hard to be the Happiest Place On Earth if you have to follow the f*****g rules). In other words, this cop had jurisdiction purely due to the boat having put that address on some forms to exploit tax loopholes.Sure enough, the officer spent exactly one day on the ship before hauling ass back to the Bahamas and never following up on the disappearance ever again. It's not like his department had reason to prioritize a case involving some British lady on the good ship Mickey Mouse. The official story was that Coriam was near the railing when a rogue wave hit the ship, sending her toppling overboard. Note: There is no evidence or testimony that a rogue wave hit the boat that day. It sounds a lot like a boilerplate explanation for a cruise ship death you don't want to bother with.It really appears is trying to cover up what happened.In November of 2011, journalist Jon Ronson boarded the to get to the bottom of this, and immediately found everyone acting suspicious as all hell. Some Disney crew members swore Coriam's disappearance never happened at all, because "that's the answer [they] have to give." Other crew members recited the story of a visibly upset Rebecca going to a private crew-only pool on the deck (surrounded by a high steel wall) and intentionally climbing overboard.Disney even says they found one of her sandals by the pool, which seemed to confirm this theory ... except for the fact that one of Coriam's close friends insists that she never wore a pair of sandals like that in her entire time on the ship. If so, ? Another of her friends insists that the Disney higher-ups placed a bouquet of flowers by the crew pool after her disappearance without any explanation, which suggests that they either knew she fell overboard at that spot or wanted people to believe she did.And here's the thing: The vast majority of the crew seemed to be in agreement that somewhere, someone within Disney knows exactly what happened, simply because virtually every square inch of the ship is monitored by security cameras, including the spot of Coriam's alleged suicide.Members of the British Parliament have pushed for answers, suggesting that the truth is something Disney doesn't want out there -- such as that Coriam was sexually assaulted (she was last seen wearing oversized clothes that weren't her own) and then . But Disney insists there is no video, and in fact won't even disclose the locations of their security cameras. No one has jurisdiction to force them to, because again, cruise ship.Obviously, nobody is saying Disney is going around having people killed -- saying s**t like that is the kind of thing that will get you killed by Disney. But if the young woman was the victim of something that would put Disney cruises in the headlines for all the wrong reasons, well, maybe they're happy to leave it a mystery. (Oh, and if you happen to know something, .)2A Man Dies Of An Alleged Overdose, And His Parents Receive A Creepy Anonymous LetterIn 2011, a Chilliwack, British Columbia man was found dead in his home. He was discovered on his knees in front of a sofa, his face pressed down into the cushion. There was a pool of black fluid surrounding him which looked like dried blood. In the absence of foul play, police ruled that Scherbey's likely cause of death was "acute combined cocaine and ethanol intoxication." In short, they figured he had simply balled too hard. They said there were no signs of trauma (the pool of blood was, they said, the natural result of the body purging its fluids after death).Scherbey's parents found this unlikely, stating that Scherbey didn't do drugs, to the extent that he never so much as took an aspirin. Of course, that's what everyone's parents say, but Scherbey's parents also claim they found bloody footprints (which appeared to be a woman's) throughout the house, and a bloody handprint was found on his wallet, from which all the cash was missing. Also, a mysterious woman was supposedly seen at the apartment a few days earlier -- who has not been identified to this day.Oh, and there was a cardboard box in the front hall scrawled with the words "Better be a funeral."The police say all of that can be explained -- they say the bloody footprints weren't there when they arrived, and were probably the result of somebody being sloppy at the crime scene. And it's easy to imagine that these are simply parents in denial. There were no further leads indicating any crime, and the case remained cold for the next three years.In 2014, Scherbey's parents received , which appears to have been written on the kind of old-timey typewriter that hasn't been used by anyone since the last World War. It read:"Dear Mr. Mrs. Scherbey: Shakespeare said: 'Hell hath no fury than a woman scorned.' *Thats the kind of homicide it was, a scorned woman!* Those who KNOW it was, belong to too tight a group to say a word! I think your son Corey decided too late to 'back off' and it jeopardized his well-being -- his life! Sincerely, a reader of The CHWK Times."Part of that sounds like a crank who heard about the case in the papers, and part of it sounds like they have inside info. It would have been easy to dismiss it as the former. But then a friend of Scherbey's named Tammy Bourdon contacted his parents, claiming that she knew that Scherbey had been murdered over a drug deal, but she couldn't say who did it, or else she would be next.Well ... maybe she was a crank, or maybe even the same one who wrote the letter? We could ask her, but a few of months later, she cut her finger and ... died of blood poisoning.All right.To this day, Scherbey's death is still officially an overdose. And hey, maybe it was! Maybe these other "tipsters" didn't know anything, but couldn't resist stirring the pot for the spiteful hell of it. Though, if true, that's pretty horrifying on its own.1A College Freshman Vanishes From His Room And Is Never Seen AgainOn the night of December 10, 1999, Michael Negrete attended a party in his UCLA dorm, then went and played computer games with a friend until 4 a.m., at which point he went out into the hall to high-five his opponent (this was back in the golden days of LAN parties) before calmly reentering his room and apparently .By all accounts, Negrete was a well-adjusted kid with no history of depression or drug use. He had good grades and was attending UCLA on a music scholarship. Also, all of his belongings -- including his wallet, shoes, and keys -- were still in his room, completely undisturbed.After Negrete's roommate reported his disappearance the next morning, a bloodhound traced Negrete's scent to a bus stop a few miles away, where the trail went suddenly cold. However, investigators were unable to answer why Negrete would have suddenly decided to catch a bus at four in the morning without saying a word to anyone, or why the driver would have let him board without the aforementioned wallet and shoes. came in the form of an unidentified man in his mid-30s who was spotted in Negrete's dorm that night, wearing a "shiny gray jacket with a turquoise-colored design." Now, a man in his 30s creeping around a college dorm at 4 a.m. while dressed like a rollerblader is absolutely suspicious, but police were never able to track him down.And ... that's it. It's been 17 years of absolutely nothing. If Negrete spontaneously ran away to start a new life, he did it without money -- he never tried to access his bank accounts, or contact any family or friends. If he sleepwalked into a fatal accident on the UCLA campus or spontaneously decided to commit suicide, surely a body would have turned up -- he couldn't have gotten far with no transportation and no shoes. That would seem to leave murder as the only remaining possibility.But if Negrete had enemies or a secret life, absolutely no one had ever seen even the slightest hint of it. If he was abducted from the dorm by force, no one heard or saw anything, and no evidence of a struggle or a break-in was left behind. (Sure, it was in the wee hours of the morning, but this was a dorm full of college students -- somebody would have seen or heard .)The kid played some games, said goodnight to his friend, headed to his dorm, then disappeared into thin air. Zero witnesses, then or after. No corpse, no credible tips, no physical evidence tossed down the trash chute, nobody saying they picked up a hitchhiker in his pajamas. Nothing. And it's not like he went missing in 19th-Century London, when records were sloppy, nobody owned cameras, and common folk could disappear by moving two blocks away. This guy vanished the same year Will Smith won a Grammy for "Gettin' Jiggy Wit It."The only lesson here is that, even today, any one of us can spontaneously ... disappear.

An Osoyoos, B.C., mother says she was feeding her newborn when a woman opened her front door and said: "I just wanted to see the baby."On Wednesday morning, the mother was sitting on the couch, feeding her seven-week-old daughter and drinking the coffee her husband had dropped off earlier in the morning before he drove to work.She heard knocking at the door, but didn't answer. Instead, she checked her security cameras on her smartphone and saw a woman wearing yellow rubber gloves and a black wig."This person looks weird. I don't know, I just got a weird vibe," she said. "I just kinda threw her out the house.""I don't even know how I did that ... I was like, 'holy shit, you're holding a f-ing knife,'" she said. "It happened so fast, but so slow at the same time. It's weird."The mother said she ran to the backyard to get Bailey, her pitbull and ridgeback cross. She brought him inside and called the police. She said she watched on the security cameras as the woman strolled away, like nothing had happened.On Thursday, the RCMP arrested 45-year-old Sharon Forner. Police said Friday she was facing three charges, one of assault with a weapon, a breaking and entering charge and another for possessing a weapon. Forner was to appear in Penticton court Friday afternoon. Osoyoos is a town of around 5,000 people in the Okanagan Valley.The mother said she's seen the woman around town before - but nothing like this has ever happened."She lives not even a block away from my house, so I don't really feel good about that," the mother said."My four-year-old is terrified of going to sleep now. She's like 'Mom, she's in my room,'" she said. "It's going to be a long couple weeks."

In other words, you have little spare capacity.Your options to improve the situation are:Reduce the room's heat load.
